Government Funding
The bilateral agreement that MACECE was created under calls for equal funding of the Commission's budget on the part of both governments. However, in 1992, in a move unprecedented in the developing world, His Late Majesty King Hassan II unilaterally raised the Moroccan government's contribution to one million dollars, which represented about 70% of the Commission's annual budget for fiscal year 1993.
The level of funding from the two governments has remained fairly stable since then, making MACECE one of the largest commissions in the region of North Africa, Middle East and South Asia in terms of grants awarded. Morocco is thus one of only a dozen or so countries worldwide which contribute more to their respective binational commissions than the US government.
American funding for the program comes from congressional appropriation for Fulbright Exchanges administered by the Bureau of Educational and Cultural Affairs, US Department of State (ECA). In addition to its annual contribution to the MACECE budget, the US government provides separately for medical insurance coverage for all grantees and pays for the services of sub-contracted agencies (discussed below) which provide indispensable assistance in the administration of MACECE programs and grants.
Private Sponsorship
It is important to note that in light of government downsizing and belt-tightening on both sides of the Atlantic, MACECE is no longer able to rely exclusively on government funding. In order to assure the future strength and viability of our grant programs, MACECE has embarked upon a campaign to find partners in the private sector and among individuals wishing to share in the critical mission of encouraging educational and cultural exchange between the two countries.

The Fulbright Business Advisory Council (FBAC)
Established
in June 1998, the FBAC has been the locomotive of
generating financial support and innovative ideas
from leaders of the Moroccan business community. The
FBAC groups 36 of Morocco’s most important
business leaders interested in strengthening
binational educational exchanges.
“Hyphenated” Grants
The efforts of the FBAC have resulted in the
creation of eleven new Fulbright scholarships. These
Corporate sponsored grants, which were created in
1999, bear the name of the sponsoring company along
with the Fulbright name.

sponsor a total of 17 Fulbright Scholarships for a
combined worth of $1M: Boeing,

The
Mohammed VI Moroccan American Scholarship
Endowment Fund
In
May 2000, His Majesty King Mohammed VI gave his
approval for the creation of an endowment fund
bearing his name. The Mohammad VI Fund was launched
on the occasion of the second Annual Gala Dinner.
Thanks to generous corporate and individual
sponsorship, the Endowment Fund amounts to over 2
million Dirhams. The invested capital of this fund
is intended to generate revenues that will
constitute an additional source of income for
MACECE’s grant programs for well-qualified
Moroccans. While the annual MACECE Gala Dinner is
the primary means of increasing its capital base,
the Endowment Fund will provide a vehicle for
continuous fundraising through other special events
as well as occasional corporate and individual
gifts.
